The IC Global Café: India & TNE
India’s higher education sector is undergoing seismic change and demand is predicted to increase dramatically in the next ten years. At the next IC Global Café, India and TNE, we will explore the opportunities and challenges that have arisen as a result of recent government changes allowing overseas universities to establish fully autonomous international branch campuses in the country. As a result of this opening up, nine of the UK’s higher education institutions have or are establishing campuses across India, giving it the largest footprint. As well as drilling down into some of the realities of setting up a branch campus, this dynamic session will take a wider view of the TNE landscape, different models of engagement and the impact on both international institutions and the Indian market.

David Winstanley, Executive Director- India Implementation, University of Southampton
David’s role encompasses Global Recruitment, Admissions & Marketing, TNE, WP, Careers & Employability, and Student Support & Engagement. Supported by a team of over 450, David’s role manages delivery of key aspects of the University’s International, Student Experience and Education strategic plans.
David’s background is in student recruitment, marketing and admissions where he has almost 20 years of leadership experience across five different UK universities. From April to October 2025, he was seconded to University of Southampton Delhi as Executive Director India Implementation, delivering India’s first UGC-licenced international branch campus under the National Education Policy 2020.

Amrita is a strategic leader with over two decades of experience at the intersection of higher education, international collaboration, science diplomacy and institutional development. Amrita has proven success in building impactful partnerships, governance frameworks, and operational structures in emerging and global education ecosystems. She was a key architect of the Gujarat Biotechnology University – University of Edinburgh partnership, a significant UK–India TNE collaboration.
